What is LOIS? DDS's modernization and what it means for EI providers
LOIS — the Life Outcomes Improvement System — is the Department of Developmental Services' project to replace the aging case management and financial systems that regional centers use today with one modern, online, person-centered system for case management and financial information. It is a multi-year effort still in procurement and development; for providers, the practical meaning is that authorizations, service data, and eventually billing touchpoints will move into LOIS over the coming years.

What LOIS is
Today, every regional center runs its own legacy case management and financial systems — the software behind authorizations, vendor files, and payment. These systems are old, differ between centers, and are expensive to maintain.
LOIS is designed to replace them with a single statewide system for case management and financial information, used by regional centers, service providers, state-operated facilities, and DDS itself. DDS describes it as person-centered: one record following the individual, rather than 21 separate copies.
Where the project stands
As of this writing, LOIS is a funded, active project that has not yet replaced any regional center system. DDS has been working through planning and procurement — including public Requests for Information from vendors and budget change proposals funding the project's development. Proposed legislation for fiscal year 2026–27 would codify requirements for regional centers to transition from their existing systems to LOIS upon its implementation.
In plain terms: LOIS is real, funded, and in build/buy stages — not something your regional center has switched to, and not something with a near-term cutover date you need to act on this month.
What to expect as an EI provider
Nothing changes tomorrow. Your day-to-day — vendorization, POS authorizations from the service coordinator, eBilling submission — runs on the current systems until your regional center migrates, and migration will be phased and announced.
When your regional center does move, expect: new portals or screens for the same underlying objects (authorizations, vendor records, invoices), a data migration period where accuracy of your vendor and authorization records matters, and training/notice from the regional center. The concepts don't change; the windows you look at them through do.
- Keep your vendor information current now — clean records migrate cleanly.
- Expect announcements and training from your regional center well before any cutover.
- Authorization discipline (dates, units, service codes) matters in every system, old or new.
What LOIS is not
LOIS is not a new funding program, not a change to Early Start eligibility, and not a provider billing portal you can sign up for today. It does not change what an IFSP is or who writes it. If a page or email claims you must 'register for LOIS' to keep billing, treat it with suspicion and confirm with your regional center directly.

- No registration or signup exists for providers today. The useful preparation is administrative hygiene: current vendor records, accurate contact information with your regional center, and clean authorization tracking so migrated data matches reality.

- DDS publishes LOIS information on its website (dds.ca.gov/initiatives/lois), including FAQs and project documents. Your regional center's provider bulletins are the channel for anything that affects your billing directly.
